1. GENERAL PROVISIONS
1.1. The Anti-Corruption Policy of the Esik Vocational College (hereinafter referred to as the Policy) includes rules for specific interrelated comprehensive measures aimed at preventing and preventing corruption offenses in the college's activities.
1.2. The Anti-corruption policy has been developed in accordance with the Law of the Republic of Kazakhstan dated November 18, 2015 No. 410-V "On Combating Corruption".
This policy is aimed at preventing and preventing corruption offenses in the activities of the Esiksky Vocational Technical College (hereinafter referred to as the College).
2. GOALS AND OBJECTIVES OF THE ANTI-CORRUPTION POLICY
2.1. The main purpose of the anti-corruption policy is the prevention and prevention of corruption in the college, the formation of anti-corruption awareness of the staff and students of the college, counterparties.
2.2. Tasks related to the implementation of the anti-corruption policy at the College:
2.2.1. to form a rejection of any form of corruption among the management, staff, students and counterparties of the college, with an understanding of the college's position.;

2.2.3. warning about liability in case of corruption in the college;
2.2.4. conduct an anti-corruption analysis of the effectiveness of anti-corruption policy measures;
2.2.5. formation of a collective consciousness against corruption;
2.2.6. creation of a legal mechanism for anti-corruption policy in order to create barriers for bribed persons;
2.2.7. to know and establish the duties of the college staff to comply with the anti-corruption policy, rules and requirements of the current anti-corruption legislation;
3. CONCEPTS AND DEFINITIONS USED IN ANTI-CORRUPTION POLICY
Corruption - illegal activity of persons holding a responsible public position, persons authorized to perform state functions, persons equated to persons authorized to perform state functions, officials in order to obtain or obtain property (non-property) benefits and advantages personally or through intermediaries personally or to third parties, bribery of these persons through their use, and equal provision of benefits and advantages;
Anti-corruption measures - actions to prevent corruption within the limits of their powers of anti-corruption entities, including the formation of an anti-corruption culture in society, the identification and elimination of causes and conditions conducive to the commission of corruption offenses, as well as the identification, suppression, disclosure and disclosure of corruption offenses, the investigation and elimination of their consequences
Institution - a legal organizational structure created in accordance with the direction and objectives of the activity, regardless of the form of ownership.
Counterparty (latin contrahens, contrahentis-contracting party) - one of the contracting parties; a natural or legal person who undertakes a certain obligation under the contract.
A bribe - receiving a bribe in the form of money, securities, other property, the right to property or benefits for oneself or other persons of a property nature for actions (inaction) in favor of the bribe giver or the person who became his representative.
Commercial acquisition - providing unoccupied money, securities or other property to a person holding managerial positions in a commercial or other organization, as well as providing him with illegal property-related services to use his activities in the interests of the buyer.
Compliance - translated from English (compliance) means "compliance". In practice, compliance means compliance with professional experience, ethics, legal requirements and other standards of the institution's activities and the goal of reducing and preventing corruption risks that lead the organization to image and other material losses.
4. BASIC RULES OF ANTI-CORRUPTION ACTIVITIES OF THE COLLEGE
The main key principles of the policy are:
4.1. Compliance of the college policy rules with the current legislation and generally accepted standards.
The implementation of anti-corruption measures at the college is carried out in accordance with the Constitution of the Republic of Kazakhstan, international treaties concluded in the Republic of Kazakhstan, laws and other applicable regulatory legal acts of the Republic of Kazakhstan.
4.2. The principle of moral manifestation of leadership.
The college's management should take important actions in the formation of an anti-corruption culture and intolerance to corruption and an intra-college anti-corruption system.
4.3. Rules for attracting employees and students.
Timely informing the staff and students of the college of the adopted anti-corruption laws and regulations and the formation of active participation in the implementation of anti-corruption standards and measures.
4.4. Rules of compliance with measures applied against corruption risks.
To minimize possible corruption risks in the college's activities, it is necessary to develop a set of measures to prevent corruption among the college's management, staff and students and involve them as much as possible in its implementation.
4.5. Rules for improving the effectiveness of anti-corruption measures.
The implementation of measures at the college that will lead to a modest and significant anti-corruption result, requiring minimal necessary financial resources.
4.6. Rules of punishment and responsibility.
Regardless of the position held, length of service, or other characteristics of college employees and students, if an offense of corruption is committed in the performance of work duties, a penalty must be imposed.
The management takes over the implementation of the anti-corruption policy of the college.
4.7. Principles of transparency of the College's activities.
These rules provide for informing partners, counterparties and the public about the activities of the standards adopted at the anti-corruption college.
4.8. Rules for continuous monitoring and continuous monitoring implementation of continuous monitoring of the effectiveness of anti-corruption measures and standards and control over their implementation.
5. THE SCOPE OF THE ANTI-CORRUPTION POLICY
5.1. The Regulation on Anti-corruption policy is considered for all employees and students, regardless of their position.
5.2. The college's management, all staff and students are responsible in case of non-compliance with the requirements of the measures specified in this Policy.
5.3. The Policy also applies to legal entities and individuals who have signed contracts with the college.
6. IDENTIFICATION OF OFFICIALS RESPONSIBLE FOR THE IMPLEMENTATION OF THE ANTI-CORRUPTION POLICY AT THE COLLEGE
6.1. The college administration determines the official responsible for the implementation of the anti-corruption policy in the implementation of the anti-corruption policy, including taking into account his staff unit, organizational structure, specifics of activities and material resources, etc.
6.2. The official responsible for the prevention of corruption and other offenses is appointed by the director of the college on the basis of his application.
6.3. Signs of the powers, activities and duties of the official responsible for the prevention and prevention of corruption offenses:
6.3.1. regulatory documents establishing similar anti-corruption measures in the specified anti-corruption policy;
6.3.2. employees responsible under the employment contract and job description;
6.4. The official responsible for the prevention of corruption and the prevention of other offenses is directly subordinate to the Director of the college and has the authority to conduct anti-corruption measures to other persons holding senior positions at the college.;
6.5. Duties of the official responsible for the prevention of corruption and the prevention of other offenses:
6.5.1. finalize and submit to the Director for approval the draft regulations and measures aimed at preventing corruption;
6.5.2. organization of verification measures and assessment of corruption risks aimed at detecting corruption offenses in the college;
6.5.3. take and carry out measures to identify received reports of involvement in corruption and corruption of college employees, college counterparties or other persons;
6.5.4. organization of events providing personal advice to employees on corruption prevention issues;
6.5.5. assistance to special bodies conducting inspections on corruption prevention in the college;
6.5.6. evaluation of the results of anti-corruption work and preparation of accounting documents in accordance with the guidelines;
7. DEFINITION AND APPROVAL OF THE DUTIES OF COLLEGE EMPLOYEES RELATED TO THE PREVENTION AND PREVENTION OF CORRUPTION
7.1. All staff and students of the College are required to:
7.1.1. participation or commission of corruption-related offenses in the interests and on behalf of the college, which may lead to corruption as a result of various environmental actions or refrain from committing;
7.1.2. immediately inform the head or the person responsible for the implementation of the anti-corruption policy in case of adaptation of a college employee to corruption.;
7.2. In connection with the prevention and prevention of corruption, special obligations are imposed on persons of the following categories of college employees:
1) the management of the organization;
2) the official responsible for the prevention and prevention of corruption;
3) college employees with a high corruption risk in connection with their position;
4) the person conducting internal audit and control, etc.;
7.3. The employment contract with the college employees includes general and special obligations.;
7.4. The employment contract includes the obligations of the employee to prevent and prevent corruption, in case of violation by the employee, the employer has every right to receive disciplinary measures or dismissal on the basis of the Unified Tax Code of the Republic of Kazakhstan.
8. ESTABLISHMENT OF A LIST OF MEASURES AND STANDARDS FOR THE IMPLEMENTATION OF ANTI-CORRUPTION MEASURES CARRIED OUT AT THE COLLEGE
8.1. In order to prevent and prevent corruption, the college plans to implement the following anti-corruption measures.
8.2. The work plan on combating corruption and other offenses is approved by the director of the college for one academic year, compiled by the person responsible for one academic year and coordinated with legitimate public associations.
9. RESPONSIBILITY OF THE COLLEGE STAFF FOR NON-COMPLIANCE WITH THE REQUIREMENTS OF THE ANTI-CORRUPTION POLICY
9.1. All employees of the college are responsible for compliance with the requirements and rules of the anti-corruption policy, regardless of their position, as well as for non-compliance with control over the failure of subordinates to comply with the requirements and rules of the policy.
9.2. An employee who has committed corruption or is suspected of committing it, within the framework of the current legislation, is subject to an internal audit within the authority of a private director.
9.3. Persons found guilty of violating the requirements of anti-corruption legislation may be brought to disciplinary, administrative, civil or criminal liability, transferred on the basis of the current legislation of the Republic of Kazakhstan to law enforcement agencies and other special bodies on the initiative of the college.
10. THE PROCEDURE FOR MAKING CHANGES TO THE ANTI-CORRUPTION POLICY AT THE COLLEGE
If the ineffectiveness of the anti-corruption policy is revealed or the current laws are changed, the college director or the commission will again develop and change the anti-corruption action plan.
